If possible, you should also collaborate with stakeholders regarding the design of evaluation itself. This can also be understood as a first practical step to more participation. Stakeholders can help you to define the evaluation objectives, questions and types and schedule the evaluation process. Maybe they can provide you with data you will need for monitoring and evaluation. In that case, we talk about participatory evaluation. Finally they can reflect the evaluation process and results with you. Because evaluation is about values try to create a common understanding of the values supported by all stakeholders. Otherwise there could be a high risk of misinterpretation of the evaluation results. E.g., the evaluation of participation from the perspective of a professional project manager could be very positive whereas the assessment of the participating citizens´ could be very negative.
